Chief Nursing Officer

Under the general direction of the Chief Operating Officer (COO), the Chief Nursing Officer (CNO) assumes overall responsibility for nursing care within Deer Lodge Centre (DLC). The CNO works in close cooperation with the Chief Operating Officer and Chief Medical Officer in planning and reviewing the overall activities and ongoing objectives. The CNO functions as part of the DLC’s Senior Management Team and provides leadership regarding patient/ resident care issues and in overall operational management of patient/ resident care areas. The CNO provides key leadership in nursing practice, patient flow, and collaborative care and also serves as Nursing Professional Practice Lead for the WRHA Long Term Care Integrated Personal Care Home (PCH) sites.

Knowledge & Qualifications

Master’s Degree in Nursing essential

Current active practicing registration with CRNM

Minimum five (5) years of experience with demonstrated management and leadership skills required

Experience in nursing supervision required

Experience working within a geriatric facility or related area essential

Demonstrates knowledge and support of:

The vision, values, goals and objectives of the WRHA and DLC

DLC’s Mission Statement, Resident Bill of Rights and Code of Conduct

Personal Health Information Act, Protection for Persons in Care Act, WHMIS, Principles of Routine Practices and other legislated acts

Principles and practices of geriatric nursing

Principles in health care management

Requirements of the Health Professions Act and associated by-laws

Abilities & Skills

Ability to determine resource requirements and reallocates staff as required

Ability to assess staff performance

Ability to serve as a clinical resource for the planning and delivery of nursing care

Demonstrated ability to communicate in English; both orally and in writing

Demonstrated clinical skills

Leadership skills with regard to communication, accountability and change management

Supervisory skills

Flexible, initiative/ self-directed and reliable

Responsibilities

Acts as a managerial and clinical resource for staff, patients/ residents and their families

Administers the procedures concerning the preparation of budgets, control of purchases and inventories in conjunction with Site Managers and Regional Program Directors and works in close co-operation with Financial Services.

Works in collaboration with Human Resources to ensure units are staffed accordingly to meet patient/ resident care needs relevant to:

Staffing levels of responsibility and abilities

Contractual agreements

Established patient/ resident care standards

Provides guidance and direction in problem solving, decision making and conflict resolution to all staff.

Maintains positive, strategic relationships within DLC, LTC Integrated PCH sites and external partners

Acts as a senior resource and provides guidance for nursing professional practice for DLC and LTC integrated PCH sites.

Follows established lines of authority & responsibility

Coordinates and facilitates the nursing services of DLC during days, evenings, nights, weekends and statutory holidays by acting as a resource for unit staff.

Facilitates the use of critical thinking to ensure high quality patient/ resident care

Informs the COO of current activities, adverse/ problematic situations, plans and developments that occurred on shift, through oral and written reporting

Establishes and maintains communication links between nursing administration and other departments/ services to foster high quality patient/ resident care

Interprets legislation, regulations and directives

Promotes and communicates DLC’s policies and procedure to nursing staff

Sets goals and objectives and establishes priorities as part of the Centre’s plenary priorities

Receives and deals with calls for private agencies, services, organizations and the general public

Adheres to the requirements of professional legislation

In collaboration with the Managers of Patient/ Resident Care, ensures continuity of care by promoting the goals and objectives of the patient/ resident care areas.

Maintains and ensures that all standards such as those outlined in Accreditation Canada and Manitoba Health Personal Care Home Standards Act and others that apply from time to time are met.

Monitors quality and quantity of work performed by reporting departments

Promotes high standards of nursing care by dissemination of and instruction in current geriatric nursing knowledge to all levels of nursing staff

Recommends and develops policies where appropriate

Responsible for continuous learning

Fosters an environment conducive to research

Please note that an employee is not permitted to hold two or more EFT positions greater than 1.0 combined across the WRHA legal entity (Deer Lodge Centre, Grace Hospital, Health Sciences Centre, Middlechurch Home of Winnipeg, River Park Gardens, Victoria General Hospital, WRHA Corporate Programs, WRHA Community Health Services).
