Courts Division has an exciting opportunity and is seeking qualified candidates for the Chief Courts Information Officer (CCIO) position. Must be legally entitled to work in Canada

A valid Canadian driver’s licence with the ability to obtain a Manitoba class 5 driver’s licence and be willing to travel to other Court Centres within Manitoba by car or plane (including small aircraft) with the possibility of overnight stays

Satisfactory enhanced/internal screening

Qualifications: A degree or diploma from an accredited university or college recognized in Manitoba in the area of computer science, information technology, cyber security or a related field. A combination of education, training and experience may also be taken into consideration.

Significant work experience in information technology and information governance, with a focus on cybersecurity and records retention.

Superior understanding of the principles of judicial independence.

Excellent communication and interpersonal skills and possess strong political acumen with the ability to demonstrate discretion and diplomacy while working effectively with stakeholders at all levels of the organization to ensure positive outcomes and confidence in the administration of justice.

Demonstrated ability to analyze legal and regulatory requirements related to information management, cybersecurity, and records retention, identify key issues and make recommendations to address them.

Strong analytical and problem-solving skills, with the ability to develop and implement effective information management strategies for an increasingly digital legal work environment.

Extensive experience conducting IT and information security research and providing advice and opinions, preferably at a senior executive level.

Demonstrated ability to prepare professional quality documents including opinions/recommendations, memoranda and reports.

Well-developed planning and organizational skills with proven ability to meet deadlines and set priorities.

Ability to find opportunities for innovation, find creative solutions to issues, and successfully manage change.

Ability to work independently with a high degree of initiative and independence.

Proficient using MS Office/Microsoft 365, including Teams, Word, Excel, PowerPoint, Visio and Outlook.

A law degree from an accredited university or college recognized in Manitoba.

Certified Information Systems Security Professional (CISSP) designation.

Familiarity with JUDICOM/JUDICLOUD (federally appointed judges email network) and online legal research databases which may be used by the judiciary such as CanLII, Westlaw, Lexis, etc.

Experience using PowerBI.

Knowledge of court systems such as CCAIN, ROTA, Registry, CON and digital audio software.

Duties: The Chief Courts Information Officer (CCIO) is experienced in the areas of information technology, cyber security and IT governance with a sound understanding of judicial independence and the Canadian court system.

The CCIO will be responsible for overseeing the Court's information governance, with a special focus on judicial information technology security, risk management, cybersecurity, privacy and records retention. Reporting to the Chief Justices of the Court of Appeal and Court of King’s Bench and the Chief Judge of the Provincial Court, and working with the Executive Legal Officer and other judicial staff and/or consultants, the CCIO will develop and implement information management strategies and policies to ensure the secure and efficient handling of Court Information.

The CCIO is expected to have knowledge of project management, change management and strategic planning processes for the effective delivery and management of both short and long-term information technology goals set by the judiciary. They are expected to represent the interests of the judiciary, recognizing judicial independence in the day-to-day operation of and/or projects involving implementing and/or updating software, databases and digital tools used by the judiciary or involving judicial data and court information.

The CCIO must operate with the full confidence of the Chief Justices and the Chief Judge, be discreet as required and understand the highly confidential and sensitive nature of the work that they perform. In addition, the CCIO must have the ability to work cooperatively and harmoniously with all members of the judiciary and both senior and front-line court administration staff, as well as internal and external stakeholders.
