About Our Opportunity

The Director of Operations is responsible for the effective, economic, and efficient management of services to operate the department's owned rental housing portfolio. The Director guides policy development, implements strategic operational initiatives, and follows the operational activities directly affecting all physical operations to ensure the districts achieve key success targets. These property operation initiatives will include complex and multi year strategies which will advance operational improvements, strategic partnerships, and implement key performance indicators within an accountability framework.

Qualifications

You have several years of experience in housing operations, construction, and development along with an understanding of the related legal requirements. You are known to be a strategic thinker who is property management savvy and up to date on current industry social, political, and environmental trends and can draw upon a well-established network of industry colleagues when needed.

You also have completed a related bachelor's degree in finance, business administration, architecture, engineering, or planning. You bring experience in:

• Property management.

• Strategically transforming property operations to modernize, standardize and optimize services.

• Developing key performance measures, setting targets, and reporting progress.

• Ensuring the effective management of human and financial resources.

• Real property legal matters, tenant management, property appraisal, tax assessments, leasing and issues related to land titles.

• Managing resident, employee, and business operational risk.

• Creating complex financial modeling.

• Leading people through change.

• Contract negotiation.

• Policy and process development to improve sustainability and transform operating structures.

• Creating and building partnerships with staff, government departments, and private and not-for-profit sector partners.

Responsibilities

The Director is responsible for the development, advancement and oversight of a long range (10 plus years) preventive maintenance and operational plans related to a diverse portfolio of over 12,000 provincially owned housing units across the Province. Through the strategy, the Director will evolve the portfolio by implementing operational best practices that will serve the affordable housing needs of 20,000 Nova Scotians.

The Director provides advice and support to the senior executive team, ED, CEO, Deputy Minister, and Minister; and recommends and implements government strategic direction, policies, plans, and initiatives. The Director seeks approval for ideas and initiatives by preparing comprehensive business cases relying on data analytics and considering economic and client impacts.

The Director works with Housing Agency senior leadership teams to understand problems, collaborate on solutions, and successfully engage more than 300 unionized building operations employees.

Salary Range: $108,138.81 - $140,580.35
