Position Summary

Under the direction of the Director of Education of the Assembly of Manitoba Chiefs, the Policy Analyst is responsible for assisting with conceptualizing, researching, policy issues, analysis, strategic policy development, drafting policy options and recommendations for an effective First Nations decision making process as it relates to First Nations education.

Key Responsibilities

Develop consultative networks with First Nation organizations, non-government, and government departments to access information on a broad range of complex issues, which will impact on policy formulation, and integration.

Analysis of legal, historical, constitutional, legislative, jurisdictional, and other related subject areas to support the advancement of the First Nation agenda.

Environmental scanning, and reports on regional and national issues, and other processes relevant to policy implications for First Nations.

Research, analyze and formulate recommendations in support of implementing new or revised policies and make recommendations on policy integration that affect First Nations.

Identification of contentious issues requiring anticipatory research, and assessment.

Providing policy, and strategic development support on political issues.

Provide research, analysis and recommendations in support of regional processes for implementation of new or revising existing policies.

Provide advice and support toward the evaluation of policy effectiveness and recommend improvements.

Planning, conducting, and coordinating studies, reports and briefings.

Participates as a member of a committee, focus group, task force as appointed or directed by the Director of Education of the AMC.

Develop proposals to access funding related to annual work plan activities and to initiate action to implement leadership.

Other duties as assigned.

Qualifications

• Bachelor of social science or a related discipline and/or a related equivalent demonstrated

experience.

• Knowledge of statistical methods, techniques and information to develop analytical frameworks

• Knowledge of First Nations/Indigenous research methods and procedures.

• Knowledge of First Nations, culture, history, treaty and inherent rights.

• Excellent command of the English language.

• Ability to write clearly, and creatively within tight deadlines.

• Adaptable to changing priorities, projects, and strong multi-tasking ability.

• Ability to write in various styles, superior understanding of editorial design, excellent grasp of CP

Style.

• Strong research, interviewing, fact-checking, and proofreading skills.

• Clear understanding of target audiences, and appreciation for the mission of the AMC.

• A good grasp of the external media both Indigenous and non-Indigenous.

• Ability to work professionally and effectively with people at all levels within, and outside the AMC.

• Excellent interpersonal skills and ability to work co-operatively as a part of an interdisciplinary

team of professionals.

• Ability to communicate effectively, both orally and in writing.

• Demonstrated ability to work independently with minimal supervision.

• Proficient in Microsoft office Word, Excel, Power Point and Outlook.

• Adhere to AMC policies and procedures with specific attention to attendance, and professional

ethics.

• Must be able to work flexible hours and travel upon request.

• Must have a valid Class 5 driver’s license and a reliable vehicle.

• Must have a current satisfactory Criminal Record Check, and Clear Child Abuse Checks.
