Director of Finance

The MCC Canada Director of Finance is accountable to the Senior Director of Finance and Administration and is required to understand and convert strategic goals into finance and administration processes and procedures. This position provides direction for the Finance department, alongside the Senior Director of Finance and Administration. This position works independently and with departmental, provincial, and national Finance staff to oversee accounting practices, ensure financial policy implementation and develop best practices. This position is expected to use discretion in interpreting and implementing policy in consultation with the Senior Director of Finance and Administration. The Director of Finance serves as the first point of contact for policy related questions and is required to interact with departmental, provincial, and national personnel regularly and extensively. This position is responsible for organizing, implementing, and managing the overall financial reporting and budgeting efforts of MCC Canada. The Director of Finance manages the annual year end audit including the preparation/review of working papers. This position contributions to various other departmental tasks – including receiving various ad hoc projects assigned by the Senior Director of Finance and Administration with tight deadlines.

Qualifications Essential: · A bachelor’s degree in accounting, economics, commerce, or relevant field

· CPA designation or in the final stages of completing certification by CPA Canada

· 7-10 years of full cycle accounting experience, including 5-7 years of experience leading a financial team

· Firm knowledge of finance, accounting cycle, and revenue & expense budgeting

· Strong experience in financial infrastructure, business systems, controls, and policies

· Experience with external audits, internal audits, and compliance matters

· Experience with payroll tax and other payroll related government regulation.

· Knowledge of filing government payroll related year end reports for provinces across Canada

· Excellent team building and effective leadership skills with an ability to motivate others to do their best work and to be ‘hands-on’ when necessary.

· Strong experience communicating and building effective relationship with internal and external colleagues and stakeholder with different backgrounds and experiences.

· In depth knowledge of accounting and reporting software in addition to Microsoft Office and computer network data systems, and office equipment.

· Knowledge of non-profit accounting standards and government statutory reporting requirements

· Willingness/ability to travel within Canada, the United States, and to international locations

· Successful police record check clearance

Contact/Relationships: · Frequent contact with other functional teams within MCC Canada, other MCCs in Canada, MCC US, as well as international staff.

· Communicates with external organizations regarding auditing, banking, taxation (municipal, provincial, and federal), and investing.

Supervision

· Directly supervises the Junior Accountant, and the Accounting Analyst to provide financial reporting, budgeting, payables, receivable and other financial infrastructure functions on behalf of MCC Canada.

· This supervision includes completion of their annual performance appraisals and individual compensation assessments.

Complexity/Competencies

· Requires in-depth financial consolidation knowledge and experience to prepare financial reports.

· MCC Canada has a high degree of organizational complexity due to MCC’s structural and environmental characteristics. Organizational complexity increases both the demand for disclosure and the complexity of financial reporting.

· Multinational operations, functional currency and local currency create complex foreign currency translation and consolidation process.

· Uses discretion in interpreting and implementing policy with a full understanding of accounting standards and best practice.

· Provides guidance and leadership to the Provincial MCC’s Finance Network regarding the reconciliation of Shared Revenue and combined financial statements.

· Requires excellent time management and planning skills to meet multiple deadlines.

· Daily complex accounting issues require excellent problem-solving and analytical skills.

Independent Action:

· Works independently and through influence with departmental, provincial, and national finance staff to supervise accounting practices, ensure financial policy implementation and develop best practices.

· Manages a variety of tasks and/or projects simultaneously under minimal supervision.

· Must be able to prioritize competing tasks and manage multiple projects that involve cross departmental collaboration.

Initiative and Ingenuity: · In collaboration with the Senior Director of Finance and Administration, this position is required to contribute to the development, interpretation, and implementation financial policies and procedures.

· Required to review financial reports, identify problems, and determine solutions for improvement.

· Expected to initiate and manage projects that would streamline current financial processes, especially regarding Shared Revenue.

Communication/Interpersonal Skills: · Serves as the first point of contact for policy related questions and is required to interact with departmental, provincial, and national personnel regularly and extensively.

· Leads weekly meetings with MCC Canada and International Program finance staff.

· Collaborates with the Senior Director of Finance and Administration in leading the MCC Accountants in Canada Network.

Mental/Physical/Visual Demand:

· May require long hours during times of high demand and /or crucial deadlines.

End Result

· Ensures that month/quarter/year-end processes are completed in a timely manner to ensure accurate financial and management reporting.

· Ensures that the integrity of MCC’s accounting procedures are upheld.

· Maintains accounting processes that are streamlined and efficient.

· Maintains internal control and safeguards for receipt of revenue, costs, budgets, and actual expenditures.

· Provides leadership and direction to MCC Canada Finance team.

Major Responsibilities · 45% - Accounting/Financial Statement Preparation

Specific Tasks

45% - Accounting/Financial Statement Preparation

· Oversee and participate in the preparation of all monthly and quarterly financial statements.

· Coordinate the accounting needs and financial management of MCC Canada.

· Supports the provincial MCCs in the maintenance and on-going development of their accounting systems.

· Oversee, monitor and continuously improve MCC Canada financial processes, controls, and reporting to ensure finances are managed according to relevant statutory requirements, legislation, policies, procedures, ASNPO (Accounting Standards for Not-for-Profit Organizations) and emerging best practices.

· Assist in supervising accounts payable to ensure timely and accurate payment of financial obligations.

· Supervise accounts receivable.

· Manage general accounting activities to ensure proper posting of transactions.

· Coordinates the development of uniform financial policies and procedures and uniform financial reporting among the various MCCs

· Administration, preparation and oversight of federal, provincial, municipal government required remittances, including annual charity return (T3010), GST and HST rebate.

· Oversees and participates in the preparation of MCC annual consolidated financial statements.

· Prepares interim or ad hoc financial reports for the board, or Canadian Executive Directors as directed by the Senior Director of Finance and Administration.

· Responsible for all financial reporting to Global Affairs Canada (GAC) including the preparation of quarterly and annual financial reports and to ensure that financial information is in accordance with GAC requirements.

· Facilitates the purchase of US. dollars (for transfer to MCC U.S.) under the direction of the Senior Director of Finance and Administration

· Maintains and develops reports in Financial Reporter for Dynamics GP for on-going monitoring of financial performance of MCC Canada and more broadly of the Canadian MCC's

· Oversee and participate in preparation of payroll related government reports across Canada.

· Other duties as assigned.

30% - Annual Budget Process/Audit

· The Director of Finance supports audits conducted by third parties to ensure effective resolution and swift closure of auditing activities.

· Responsible for budgeting as well as the maintenance and development of adequate reports for on-going monitoring of financial performance of MCC Canada and more broadly of the Canadian MCC's

· Other duties as assigned.

25% - Supervision/Training team members

· Provide oversight, guidance, and training to finance employees to enhance capabilities and ensure accuracy and consistency throughout the department.

· Utilizes knowledge and experience to set department goals and strategy which align with functional strategy.

· Collaborates the Senior Director of Finance and Administration to evaluate, implement, and manage operational strategies in alignment with organization objectives.

· Provide technical and professional financial advice within the greater MCC system.

· Respond to all areas of personal income taxation inquiries from Canadian MCC staff.

· Other duties as assigned.
